1.1 Zentrale Begriffe

Zu den entscheidenden Zielen zählt die Vorstellung eines gerechten Friedens, (Frieden ohne Sieg), die darauf abzielt, einen dauerhaften, stabilen Frieden zu erreichen, ein Ziel, das die
Alliierten nicht unbedingt verfolgten.
Eines der bedeutendsten Ziele Wilsons bestand in der Sicherung des Weltfriedens und einer „neuen Weltordnung“(Rönnefarth 1959, S.40). Die Neuordnung der Welt, die Wilson und auch andere angestrebt haben, sollte auf Rechtsgleichheit beruhen (statt auf
Machtgleichgewicht der Territorialstaaten). Dazu ist natürlich die Bereitschaft zu Kompromissen unerlässlich. Das Streben nach einem Gleichgewicht der Mächte sollte durch die Idee der kollektiven Sicherheit, die auch dem Völkerbund immanent ist, abgelöst
werden. „Recht an die Stelle von Krieg“ zu setzen ist die grundlegende Idee, die Schaffung einer „übernationalen Organisation“ die Realisierung. (Fellner 1994, S. 134).
Die Vorstellung vom „liberalen Frieden“ (Niedhart 1989, S. 13) ließ sich vorerst nicht durchsetzen, dennoch bilden die 14 Punkte letztlich eine Basis für die Gründung des
Völkerbundes, in der Wilson auch die Möglichkeit der Revision des Versailler Vertrages sah. Dem einen wie dem anderen liegen Vernunft- und Fortschrittsglauben, sowie die Überzeugung, dass friedliche Konfliktaustragung möglich sei (Diplomatie) zugrunde.
Von nachhaltiger Bedeutung (v. a. für den Völkerbund) für die Verwirklichung des zentralen Zieles Friedenssicherung ist schließlich der Gedanke des Selbstbestimmungsrechts der
Nationen, die sich nur dann als Verhandlungspartner gegenüber stehen können, wenn sie unabhängig von Größe und Stärke gleichberechtigt sind.
